After nearly two decades of continued growth and operational success in pioneering the work of protecting the poor from violence, IJM has become an $80 million organization with 1000 global employees. We are now opening an office in Malaysia and are seeking a Field Office Director.


The Field Office Director (FOD) is responsible for the overall execution of operations for the Malaysia Field Office, leading IJM staff and partners to increase government protection for workers from forced labour slavery crimes. The FOD ensures IJM employee engagement, safety, security, and professional development; and monitors and controls the budget, expenditure, and program activities to ensure staff performance and achievement of program goals. The FOD coordinates closely with IJM regional leadership and represents the organization in external engagement with government, corporate, and nongovernmental stakeholders. The FOD builds and leads a culture of world-class professional excellence within the IJM team and external partners.


This position is grant funded and is contingent upon project award.


Leadership and Management:

  • Establish IJM’s permanent operational presence in Malaysia, building trusted relationships with relevant government leaders and ensuring local legal compliance and organizational governance.
  • Represent IJM and our model of change to external stakeholders, including government, corporate, civil society and faith communities, through public speaking, engagement in stakeholder forums, partnership development, collaborative initiatives, and more.
  • Collaborate with IJM’s Forced Labor Slavery Hub, Regional and Global Partnerships teams to carry out activation strategy and partnerships.
  • Build and lead a team of professionals to successfully execute project activities to achieve desired outcomes, learning and adapting programmatic strategy when necessary.
  • Ensure responsible and effective use and management (by IJM and implementing partners) of donor funds in accordance with all relevant grant conditions and regulations.
  • Ensure Field Office (FO) staff are developing in all aspects of their work, including leadership, strategy setting, project/program development and management, budget management, staff care, and training.
  • Ensure all FO staff, interns, fellows and volunteers have a clear understanding of IJM’s mission and values, and of project goals, objectives, and theory of change.
  • Build team capacity through high-calibre hires and ensure new office structures and teams function efficiently and effectively.
  • Ensure FO personnel engage in periodic goal setting, performance review and conflict resolution; and monitor program and staff performance, ensuring that feedback is regularly provided.
  • Foster a team mindset and culture to be effective, efficient and resilient, and to pursue excellence.
  • Cultivate IJM’s culture by modeling, celebrating and promoting organizational rhythms and core values.

Program Strategy Development & Implementation:

  • Ensure the successful launch, implementation, and closeout of grant-funded projects;
  • Ensure alignment of non-grant funded activities with IJM’s 2030 vision and theory of change; IJM’s global, regional and FLS program hub strategies; and IJM’s justice policy and justice program framework;
  • Ensure the formulation of innovative program designs that address major obstacles to justice for victims of human trafficking and forced labor;
  • Ensure the FO has a monitoring, evaluation, research and learning plan to assess and document proof of program impact, developed in consultation with the grantor as well as IJM’s regional and global specialists; that the FO establishes partnerships to access needed data; and that FO program staff execute MERL plans;
  • Conduct long-term assessment, strategic planning and program development related to IJM’s partnership with the Malaysian government on anti-trafficking and anti-forced labor efforts, in alignment with Forced Labor Slavery Hub strategy.
  • Work closely with the FO’s program leaders to ensure accomplishment of project goals and other strategic objectives as agreed upon with the grantor and IJM’s regional leadership; and
  • Manage and execute direct and partner collaborative casework such that the FO meets programmatic targets.

Documentation, Reporting & Data Management:

  • Ensure program/project activities are well documented in internal data platforms according to M&E and other data management plans.
  • Compose and send quarterly reports in accordance with donor and IJM requirements.
  • Collaborate with implementing partners and IJM regional and global teams to ensure thorough and accurate grant reporting.
  • Cultivate lessons learned, capture best practice and participate in developing knowledge products for dissemination among stakeholders.

Policies and Procedures:

  • Ensure that the FO adheres to all organizational policies, procedures, and timelines, including but not limited to those related to: Investigations & Law Enforcement Development, Aftercare, Security, IT, data, finance and budget, Human Resources and personnel management, communications and storytelling, child protection, and strategy and program development.

Local Legal Compliance:

  • Ensure FO compliance with all Malaysian legal requirements for financial transactions, employment, registration, governance, operations and government oversight.

Other General Responsibilities:

  • Ensure a consistent rhythm of staff care activities to promote holistic health and resilience for FO personnel.
  • In collaboration with regional and global finance and program management staff, oversee the cash flow of the office, spending against grant and non-grant budgets and plans, and ensure that the FO operates within its budget.
  • In collaboration with the VP-FLS and regional security staff, ensure the security of FO operations and personnel in the office and on field, maintaining compliance with IJM’s security policies, reporting to IJM leadership on security matters as they develop, and ensuring appropriate crisis management.

Supervisory Responsibility:

  • This position reports to the VP-FLS. All FO technical and administrative staff in Malaysia report to this position.


Education and Experience:

  • Master’s degree in management, international development, law, criminal justice, social work or equivalent preferred.
  • Bachelor’s or master’s degree in law, criminal justice, or an in-depth understanding of forced labor slavery and justice system responses;
  • At least 5 years’ experience designing, monitoring and evaluating international development programs; or at least five years’ experience designing strategies and processes to achieve aggressive goals;
  • Minimum of 5 years’ experience in successfully leading and managing teams of professionals; experience managing international teams and/or cross-cultural teams; and, a proven ability to supervise the work of lawyers, social workers, and other professionals and managers strongly preferred; and
  • Previous experience working in an international organization.

Technical Competencies:

  • Strong research, writing and verbal communication skills. Malay language skills desirable.
