Associate Program Manager, Southeast Asia

The Need

International Justice Mission (IJM) is seeking a results-oriented individual with superior judgment and inter-personal skills to manage IJM’s Justice System Transformation programs in Southeast Asia. In this role, the successful candidate will have the opportunity to shape programs that will provide unprecedented protection for the poor in the Philippines, Thailand, and Cambodia.


The position is based at IJM headquarters in the Washington, DC area and reports to the Program Manager, Southeast Asia.


This position is funded through grant funding and is contingent upon project award.


Grant Management

  • Drive resources to IJM’s programs in Southeast Asia through managing grant proposals in coordination with Institutional Partnerships team, including development of compelling project narratives, logical frameworks, and grant budgets; and
  • Manage new and existing grants through leading grant set up and implementation, reporting, budget management, and sub-award management.

Program Management

  • Support collaborative design of leading edge Justice System Transformation programs;
  • Train and equip field office teams with the techniques, tools, and frameworks necessary for high quality program design and management; 
  • Facilitate and support effective monitoring of programs, including development of detailed implementation plans, monitoring frameworks, and tools and systems to ensure optimal data capture, analysis and reporting;
  • Provide support for field office casework teams’ needs;
  • Innovate systems and processes to strengthen program efficiencies; and
  • Ensure that the Southeast Asia field offices have timely and accurate analysis of regional and field office performance trends.

Budget Management

  • Facilitate the timely and effective flow of resources – human and material – to meet critical needs and challenges in the field;
  • In coordination with Field Office Directors, lead offices in multi-year and annual budget design processes; and
  • Ensure the Southeast Asia field offices have timely and accurate analysis of budget realities, actual spending against grant and program budgets, and related trends to inform nimble decision making and to respond to emerging challenges and opportunities.

Regional Support and Representation

  • Serve as a link and a representative of field office programs and regional priorities within the organization;
  • Provide materials and information regarding Southeast Asia programs as requested to Global Advancement and other internal stakeholders;
  • Facilitate and support joyful, cohesive, and effective collaboration between Southeast Asia field offices and organizational centers of expertise and support; and
  • Learn about Southeast Asia region and IJM’s case type focuses to become a subject matter expert on IJM’s programming.


Travel Requirements

  • This position requires between four to eight weeks of travel to Southeast Asia per year.

Required Skills and Experience

  • Master’s degree in International Development; 
  • Demonstrated success in managing large, complex programs and budgets;
  • Experience in grant management, including proposal writing, implementation, and reporting;
  • Knowledge of standards relating to program design, monitoring, and evaluation;
  • Exceptional written and oral communication skills;
  • High level of proficiency with Microsoft Office applications; and
  • Fluency in written and oral English; and
  • Prior experience working in Southeast Asia preferred.
