The Need

IJM’s People Operations division is responsible for cultivating engaged and inspired teams and building IJM’s global leadership pipeline.  As IJM plans for massive growth and scale over the next 15 years, it will require strong, cutting-edge systems in the People Operations division that position the organization to accomplish these goals effectively.

The HR Systems, Senior Program Manager is responsible for developing and implementing division-wide systems that will provide a strong foundation and catalyst for fueling IJM’s mission. In particular, this person will manage the global implementation of the organization’s new Workday-based Human Capital Management (HCM) system and other related systems as determined.

This position is based at IJM Headquarters in the Washington, DC area and reports directly to the Director of AMOS/ERP with matrix reporting to the Chief People Officer.  The position will also work collaboratively with members from the People Operations and Global Technology Solutions (GTS) teams.


Plan and Implement the Global HCM System (Workday)

  • Oversee the successful implementation of the Global HCM System, through design, configuration, data migration, testing, training, and deployment phases;
  • Develop and document the strategic direction of the HCM system through the creation of project charters, scopes of work, and key performance indicators;
  • Work with IJM’s GTS department to create and manage a budget for any hardware or software requirements needed for successful system, configuration, deployments and maintenance;
  • Ensure project timelines are met through effective management of project schedule, risks and issues;
  • Escalate prioritization or decision-making  requests to executives as needed;
  • Develop and execute an effective change management and communication plan that leverages and empowers stakeholders to ensure successful system adoption;
  • Serve as a resource for People Operations business process owners to design the system according to requirements and find solutions for continuous improvements;
  • Liaise with vendors and assist with contract negotiations;
  • Develop training—both immediately upon roll-out and ongoing—to equip People Operations stakeholders for efficient use of the system;
  • Ensure successful integration of Workday HCM with other IJM systems, working with the AMOS/ERP Project Team;
  • Scope, plan and implement the rollout of a global HCM system in IJM’s Field Offices (and eventually Partner Offices) according to the organization’s growth strategy; and
  • Manage a team of HRIS Systems Analysts.

Manage the System Roadmap for the People Operations Division

  • Work with the Chief People Officer to understand the trajectory of the Division’s strategy and proactively identify system enhancements and additions to facilitate that strategy;
  • Oversee existing system support by working collaboratively with GTS, People Operations, Finance and Payroll teams to provide effective support to end-users, identify enhancement requests, develop product roadmaps, coordinate releases, and provide effective and ongoing system training;
  • Identify and manage the implementation of new systems and major enhancements by conducting regular needs assessments with stakeholders to determine system capabilities and process improvements;
  • Manage data migration, data validation, testing, and training for new enhancements and applications;
  • Evaluate and prioritize enhancement requests for executive decision making;
  • Lead review sessions with People Operations stakeholders to identify areas for opportunity and improvement for systems;
  • Identify roadblocks, bottlenecks, and risks in division processes and systems and implement solutions that enable the division to run in a predictable and efficient manner; and
  • Provide effective change management and communication to all stakeholders to ensure their active participation and ownership of the system.


Travel Requirements

  • This position may require travel to IJM Field Offices to aid with the global implementation of IJM’s HCM system.


Required Skills and Experience

  • 7-10 years of work experience, with 5 years of project management experience in technology system management and implementation;
  • Experience managing teams of HRIS professionals;
  • High level of familiarity with Workday HCM and/or other top-tier HR platforms required; 
  • Global HR system implementation experience strongly preferred;
  • PMP, Scrum, and PROSCI certifications preferred;
  • Bachelor’s degree in relevant field;
  • Familiarity with systems that support talent, staffing/comp or payroll initiatives strongly preferred;
  • Exceptional communication skills and the ability to explain complex, technical information to a lay audience in a simple, concise manner;
  • Experience liaising with internal stakeholders ideally as part of a global team, ability to work effectively within a cross-functional team, proven ability to lead through influence, and experience facilitating decision-making; and
  • Ability to manage multiple projects with strong prioritization skills.
